Из всех полков бригады 4-й стрелковый был самым первым по времени формирования и самым оригинальным по форме одежды.
В самый разгар Крымской войны, 25 октября 1854 г., Высочайшим рескриптом повелено было «на время настоящей войны имеет быть сформированный из крестьян удельных имений полк, под названием: Стрелковый полк Императорской Фамилии».
Полк формировался только на время войны из удельных крестьян, преимущественно Новгородской, Архангельской и Вологодской губерний, а также из добровольцев.
